SOLUTION

Step 1. Navigate to Responsibility System Administrator

Step 2. Navigation to Profile > System

Step 3. Set Profile option HR Security Profile and MO: Security Profile at Responsibility Level.

NOTE: These two profiles must be same, otherwise the error will occur.
